Preheat the oven to 350F (180C).
In a large bowl, mix the flour and the baking powder together and set aside.
In another large bowl, mix the sugar and eggs together until light and fluffy.
Add the oil and milk and mix.
Pour the dry ingredients in the wet ingredients and mix. Don't over mix it!
Add the orange juice and zest and mix lightly.
Fold in the chocolate chips.
Scoop into prepared muffin tins and bake for 20 to 25 minutes (depending on the size of the muffins).
